The Monitoring and Controlling phase is critical for the success of a program's overall management because it involves tracking, reviewing, and regulating the progress and performance of the program. This phase ensures that the program remains aligned with its objectives and can adapt to any changes or challenges that arise throughout its lifecycle.

Effective monitoring allows program managers to identify variances from the plan early, enabling timely corrective actions to keep the program on course. It encompasses measuring project performance using appropriate tools and techniques, analyzing performance data to inform decision-making, and ensuring that the required adjustments are made to the project plan to achieve the desired outcomes.

This phase also fosters stakeholder engagement and communication, as it provides ongoing insights into the program’s status, which helps maintain alignment across all involved parties. Thus, the Monitoring and Controlling phase plays a pivotal role in safeguarding the success of program management by ensuring that goals are met and that resources are utilized efficiently throughout the program's duration.
